Creates an 8-member Procurement Technical Assistance Task Force consisting of 4 legislators (appointed by House Speaker, House Minority Leader, Senate President, and Senate Minority Leader), 2 Colorado Office of Economic Development representatives, the executive director of the nonprofit currently providing procurement technical assistance, and a board member of that nonprofit.

Task force shall meet after the first regular session of the 69th General Assembly and complete its work by January 1, 2014, to develop management strategies, long-term funding plans, and frameworks for procurement technical assistance centers in Colorado.

Task force duties include evaluating best management practices, assessing integration with small business resource centers, developing public-private partnerships, and making recommendations to the General Assembly on achieving desired program results.

Appropriates $215,000 from the general fund to the Colorado Office of Economic Development for administrative support and procurement technical assistance implementation, and $5,000 to the legislative department for task force member reimbursement and compensation.

Requires the Colorado Office of Economic Development to assist organizations providing procurement technical assistance in satisfying federal matching fund obligations for fiscal year 2013-14; both the task force and funding provisions expire January 1, 2014.
