• Makes individuals eligible for unemployment compensation benefits whenever their unemployment is caused by any lockout, regardless of type.

• Repeals previous provisions that made employees ineligible for benefits during defensive lockouts or eligible only during offensive lockouts initiated by employers.

• Takes effect on August 7, 2013, or upon voter approval if a referendum petition is filed, with final effect date on official declaration by the governor if voter approval is required.
