HB 13-1306 Summary

• Creates a 30-member mental health and firearms task force to advise the General Assembly on firearm rights loss, maintenance, and restoration for persons dangerous to themselves or others due to mental health issues, alcohol abuse, substance abuse, or family dynamics.

• Task force membership includes legislators, gun safety advocates, firearms owners' representatives, medical professionals, mental health providers, law enforcement, attorneys, and individuals with lived experience in mental health treatment.

• First task force meeting must occur by July 18, 2013, with at least 5 total meetings required; all meetings shall be public and may accept testimony and relevant data.

• Task force must submit written findings and recommendations to the judiciary committees of both chambers by January 15, 2015, with provisions for dissenting opinion summaries upon request.

• Appropriates $25,792 from the general fund to the Department of Human Services for fiscal year 2013-2014 to cover contract staffing costs; task force automatically repeals August 1, 2015.
