• Prohibits governing boards of Colorado higher education institutions from requiring undergraduate students to purchase health care insurance or health care services.

• Exempts programs that existed at institutions of higher education on January 1, 1994 from the prohibition on mandatory health care insurance purchases.

• Requires institutions that mandate health care insurance purchases to allow the same exemption for students participating in a health care sharing ministry as specified in the federal "Patient Protection and Affordable Care Act".

• Declares the act necessary for the immediate preservation of the public peace, health, and safety.
