HB 13-1320 Summary

• State-supported institutions of higher education may count each Colorado Scholar who enrolls as two in-state students for purposes of calculating in-state enrollment percentages, effective fall semester 2013.

• Colorado Scholar eligibility requires students to graduate in the top ten percent of their high school class or with at least a 3.75 grade point average after completing a highly rigorous college preparatory curriculum, plus any additional institutional criteria.

• Institutions must provide Colorado Scholars at least $2,500 in annual financial aid or scholarship moneys through their Colorado Scholar program.

• The number of Colorado Scholars counted toward in-state enrollment calculations cannot exceed eight percent of the total in-state students in any academic year.

• These provisions apply only to institutions that establish and fund a Colorado Scholar program.
