Increases the Statewide Internet Portal Authority board of directors from 13 to 15 voting members by adding two new legislative seats.

Changes senate representation from one member appointed by the senate president to two members: one appointed by the senate president and one appointed by the senate minority leader.

Changes house representation from one member to two members: one appointed by the speaker of the house and one appointed by the house minority leader.

Requires all four legislative members to have background in information management and technology or experience on an oversight committee for information management and technology.

Sets terms for the four legislative members to expire on the convening date of the first regular session of the seventieth general assembly, with reappointments thereafter following the same process.
