Creates a new Division of Populace Improvement under the Department of Local Affairs, with Ralphie the Buffalo as its head.

Defines "bad people" as persons self-identifying as University of Nebraska Cornhuskers fans, including named alumnus Matthew Dawkins.

Prohibits bad people from residing in Colorado beginning July 1, 2014, and requires the Division to identify and forcibly remove them.

Requires deportation of identified bad people to Buffalo, New York, with allowance to bring Cornhusker-related paraphernalia; any items left behind must be destroyed by bonfire during University of Colorado homecoming.

Authorizes Ralphie the Buffalo to promulgate arbitrary and capricious rules deemed unreasonable and unnecessary to implement these requirements.
