Eliminates the three-month waiting period for children to be eligible for subsidies under the Children's Basic Health Plan (CHP+)

Removes the requirement that children must not have been insured by a comparable health plan through an employer with employer contributing at least 50 percent of premium cost

Exempts children who have lost insurance coverage due to a change in or loss of employment from any waiting period requirements

Declares the act necessary for the immediate preservation of public peace, health, and safety
