Amends Colorado Revised Statutes 25-1-902 to expand the Commission on Family Medicine to include deans of all accredited allopathic and osteopathic medical schools in Colorado, or their designated representatives.

Reduces the maximum number of commission members appointed by the governor from eight to four members who may be from the same major political party.

Moves the commission from the department of health to the department of health care policy and financing.

Effective date is August 7, 2013, unless a referendum petition is filed, in which case the act takes effect only if approved by voters at the November 2014 general election.
