SB 13-015 Summary

• Authorizes school district boards of education to adopt policies allowing board members to attend and participate in regular or special meetings electronically via telephone, video conferencing, or other electronic means.

• Requires a quorum of board members to be physically present in one location to convene a meeting, with electronic participation allowed only when extenuating circumstances exist.

• Mandates that boards ensure public access to meetings where members participate electronically and that electronic participants are included in meeting recordings.

• Requires board members to sign affidavits acknowledging awareness of and compliance with executive session confidentiality requirements regardless of whether they participate in person or electronically.

• Extends the same electronic participation authorization to boards of cooperative services, with the requirement that members gather in one physical location for at least one quarterly meeting per year.
