Authorizes persons to drive motor vehicles using guidance systems that comply with specified safety standards including safe traffic law operation, override switches, and manual control handoff capabilities.

Requires guidance systems to have visible indicators showing engagement status and immediately alert drivers and bring vehicles to a stop upon detecting system failures unless driver takes manual control.

Permits drivers using compliant guidance systems to use mobile phones including text messaging and exempts motor trucks and motorcades from leaving space for other vehicles to enter ahead while using guidance systems.

Requires drivers using guidance systems to maintain valid driver's licenses and insurance, with drivers remaining fully responsible for any damage caused as if manually driving the vehicle.

Mandates the Department of Revenue and Colorado State Patrol submit a joint report by August 30, 2018 analyzing guidance systems and recommending any proposed legislation changes to the Transportation Legislation Review Committee.
