Allows public school educators to join or terminate membership in a labor organization at any time without restrictions.

Prohibits labor organizations and employers from placing time restrictions on when educators may join or terminate labor organization membership.

Defines "educator" as any person employed in a school district or public school as defined in Colorado statute.

Defines "labor organization" as lawful organizations of educators that address grievances, labor disputes, wages, pay rates, hours, and employment conditions, including labor unions and professional employee associations with federal tax-exempt status.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
