Legislative Council staff must prepare a notice of reported business fiscal impact for each bill, concurrent resolution, and proposed rule-making by executive branch departments

A 5-day public comment period must be designated for each legislative measure (beginning no sooner than the 2nd day and no later than the 4th day after introduction) to allow submission of comments on potential business fiscal impacts

For bills, the notice summarizing submitted comments must be attached to the fiscal note; for proposed rules, the notice must be forwarded to the relevant department executive director and posted on the Legislative Council staff website

The notice must briefly state the range of business fiscal impacts claimed by commenters and include their methodology, but Legislative Council staff cannot conduct independent analyses or draw conclusions about submitted comments

Legislative Council staff should use existing procedures and resources to minimize costs of administering this requirement
