Expands the Michael Skolnik Medical Transparency Act of 2010 to require eight additional health care provider professions to disclose practice history information when applying for new or renewed licenses, certifications, or registrations.

Adds athletic training, massage therapy, certified nurse aide, occupational therapy, respiratory therapy, pharmacy, psychiatric technician, and surgical assistant/surgical technologist to the list of professions covered by medical transparency disclosure requirements.

Requires the Director of the Division of Professions and Occupations to make disclosed information publicly searchable by name, license number, board certification, specialty area, or city of address on the state website or regulatory board website, updated at least monthly.

Appropriates $146,353 and 2.0 FTE for fiscal year 2013-2014 to the Division of Professions and Occupations for implementation, including $107,545 for personal services, $14,272 for operating expenses, and $15,984 for computer programming.

Takes effect August 7, 2013, and applies to applications submitted on or after July 1, 2014 for the newly covered health care professions; subject to referendum petition provisions allowing voter approval in November 2014 if challenged.
