Requires state agencies and departments to monitor, track, and verify utility vendor bill data for all state-assisted facilities that began design on or after January 1, 2010, and submit annual reports to the Office of the State Architect.

Strongly encourages state agencies to track utility data for high-performance certified facilities that started design before January 1, 2010; those not tracking must provide written explanation and work with the State Architect to begin monitoring.

Defines "utility vendor bill data" as usage data measured by the state agency or department, limited to information required to meet minimum standards under the high performance standard certification program.

Establishes that a high-performance certification is attainable if increased initial costs can be recouped from decreased operational costs within fifteen years.

Repeals the previous exemption allowing state-assisted facilities to avoid these requirements based on executive director determination of extenuating circumstances.
