Requires agencies to submit proposed rules and plain language explanations to the Department of Regulatory Agencies at the time of filing with the Secretary of State.

Authorizes the executive director to request a cost-benefit analysis if a proposed rule may negatively impact economic competitiveness or small businesses in Colorado, with the request made at least 20 days before the hearing.

Requires agencies to complete requested cost-benefit analyses at least 5 days before the hearing, post them on the agency's and Department of Regulatory Agencies' websites, and make them publicly available; failure to comply prevents rule adoption.

Requires the Committee on Legal Services staff to identify rules adopted on or after November 1, 2013 that resulted from legislation enacted after January 1, 2013, and notify prime sponsors, cosponsors, and applicable committee members of such adoptions.
