• Requires governmental bodies to return electronic devices (costing over $50) to offerors after contract award when proposals are submitted on such devices, regardless of whether submission was voluntary or required by the RFP.

• Procurement officers must label electronic devices as offeror property upon receipt and erase all proposal content before returning devices to factory settings.

• Governmental bodies may require offerors to pay return shipping costs, but must include notice of this requirement in the request for proposals.

• Executive director must promulgate procedures for erasing proposal content, labeling devices, and returning devices to offerors, in consultation with state information technology personnel.

• Effective 90 days after legislative adjournment (August 7, 2013) unless subject to referendum; applies only to RFPs issued on or after the effective date.
