Extends peer support communications privilege to emergency medical service providers and rescue unit members, preventing them from testifying about such communications without the person's consent.

Defines "emergency medical service provider or rescue unit peer support team member" as EMS providers, rescue unit members, or trained individuals officially designated by their supervisor or chief to provide peer support.

Applies privilege only to communications made during individual peer support interactions conducted in official capacity and within written peer support guidelines established by the respective agency or rescue unit.

Excludes privilege when the peer support team member was a witness or party to the incident that prompted delivery of peer support services.

Takes effect August 7, 2013, subject to referendum petition; if challenged, takes effect upon voter approval at the November 2014 general election.
