SB 13-040 Summary

• Expands the definition of Homelake military veterans cemetery to include two triangular areas adjacent to the northeast and northwest of the existing circular cemetery and a triangular area directly north as of May 3, 2012.

• Requires the state department to establish a phased expansion plan by January 1, 2014, designed to be aesthetically appropriate, cost-effective, and capable of incremental implementation as funding becomes available.

• Mandates completion of expansion in the two triangular northeast and northwest areas by July 1, 2014, to provide new burial plots for eligible U.S. armed forces veterans and their spouses at an interment rate of fifteen per year.

• Allows donors to designate specific purposes for gifts, grants, and donations to the cemetery fund, and prohibits the state department from unreasonably delaying projects that are sufficiently funded.

• Appropriates $99,575 from the general fund to the Department of Human Services for fiscal year 2013-2014 to cover construction costs for cemetery expansion implementation.
