Amends the definition of "dialysis treatment clinic" in Colorado Revised Statutes 25-1.5-108 to authorize clinics to provide outpatient hemodialysis treatment to patients with acute kidney failure, not just end-stage renal disease patients.

Requires dialysis treatment clinics to obtain a referral from a board-certified or board-eligible nephrologist licensed as a physician in Colorado before providing outpatient hemodialysis treatment to non-end-stage renal disease patients.

Directs the referring nephrologist and other licensed physicians who cared for the patient in the hospital to use their professional judgment to determine when a patient no longer requires hospitalization and may receive outpatient dialysis treatment.

Declares the act necessary for immediate preservation of public peace, health, and safety.
