• Adds definition of "roundabout" to Colorado law as a circular intersection where traffic flows in one direction around a central island before exiting onto intersecting roads.

• Exempts drivers traveling within a roundabout from the requirement to use turn signals when changing lanes or exiting, though signaling is encouraged.

• Maintains existing turn signal requirements of 100 feet in urban/metropolitan areas and 200 feet on highways with speed limits exceeding 40 mph for all other turns and lane changes.

• Takes effect August 7, 2013, subject to referendum petition; if petitioned, would require voter approval at November 2014 general election.
