SB13-050 Summary

• Incrementally increases solid waste user fees for commercial vehicles from 7 cents per cubic yard through December 31, 2013, to 14 cents per cubic yard on and after January 1, 2016, collected for the recycling resources economic opportunity fund.

• Makes rebates paid from the fund discretionary, allowing the advisory board in consultation with the committee to determine whether and to what extent to pay rebates to entities recycling commodities, capped at one-fourth of projected fund collections.

• Authorizes the advisory board to commission studies using fund moneys and removes provisions allowing loans from the fund, eliminating the 10 percent loan limit restriction.

• Extends the repeal date for fund-related statutes from July 1, 2017, to July 1, 2026, and removes obsolete provisions including restrictions on grant or loan issuance dates.

• Changes the deadline for eliminating monofill tire landfills from ten years after August 5, 2009, to July 1, 2024, and appropriates $204,593 from the fund for fiscal year 2013-2014 implementation.
