SB13-053 Summary

• Requires the Department of Education and Department of Higher Education to establish a procedure for direct, electronic exchange of student unit record data for students in Colorado public high schools.

• The departments must identify which student data relevant to high school-to-postsecondary transitions will be shared, using only data the Department of Education currently has access to.

• The Department of Education shall collect student authorization for data transfer where necessary and practicable through existing data collection systems.

• Implementation must be administered at no charge to local education providers, public institutions of higher education, or students, and must comply with federal Family Education Rights and Privacy Act (FERPA) and all state and federal privacy laws.

• The Department of Higher Education may use shared data for student recruitment, enrollment, placement purposes, providing transition information to students, and fulfilling state education requirements, with a long-term goal of pre-populating college admissions applications.
