Permits establishments licensed to sell alcohol for on-premises consumption to serve alcohol beverages to persons aged 18-20 when the person's parent or legal guardian age 21+ purchases the beverage and accompanies the minor while consuming it.

Allows licensees to request proof of parent or legal guardian relationship when the age difference between the minor and adult is less than 16 years, with protection from license revocation if they reasonably relied on documentation or representation of the relationship.

Provides criminal immunity for persons aged 18-20 from prosecution for illegal alcohol possession or consumption if they establish that a parent or legal guardian purchased the alcohol at a licensed on-premises establishment and accompanied them while consuming it.

Amends Colorado Revised Statutes sections 12-47-901 and 18-13-122 to create exceptions to existing prohibitions on serving and possessing alcohol while underage.

Takes effect 90 days after final adjournment of the general assembly (August 7, 2013), unless subject to a referendum petition requiring voter approval in November 2014.
