Creates a Civil Air Patrol special license plate available to natural persons who support the Civil Air Patrol for trucks under 16,000 pounds, passenger cars, motorcycles, and noncommercial or recreational vehicles.

Authorizes the Department of Military Affairs to design the Civil Air Patrol license plate if the design conforms to departmental standards and indicates support for the Civil Air Patrol.

Appropriates $2,972 from the Colorado state titling and registration account for computer programming services and $633 from the license plate cash fund for purchase of special license plates to implement the act.

Appropriates an additional $2,972 to the office of information technology for computer center services related to implementation, funded through reappropriated moneys from the Department of Revenue.

Takes effect August 7, 2013, unless subject to referendum petition, in which case it requires voter approval at the November 2014 general election; applies to license plate applications issued on or after January 1, 2014.
