SB13-070: Alternative Fuel Fleet Vehicles

• Requires the executive director to adopt a policy by January 1, 2008, to significantly increase utilization of alternative fuels in Colorado's state motor vehicle fleet with annual increasing objectives.

• Beginning January 1, 2010, mandates purchase of vehicles operating on compressed natural gas, plug-in hybrid electric vehicles, or other alternative fuels unless the increased base cost or life-cycle cost exceeds 10 percent over comparable petroleum fuel vehicles.

• Defines "life-cycle cost" to include purchase price, resale value, and fuel/operating/maintenance costs during the vehicle's expected useful life, with fuel costs calculated using U.S. Energy Information Administration projections.

• Requires annual reporting to the General Assembly starting November 1, 2013, detailing alternative fuel vehicle purchases, cost comparisons, fuel infrastructure availability, exemption policies, and recommended legislative changes.

• Allows exemptions for some vehicles and requires submission of reports to senate and house transportation committees and the Joint Budget Committee.
