Amends Colorado Revised Statutes 24-37.5-703.5 to add duties for the education data subcommittee regarding statewide P-20 education data system development and implementation of interoperability standards.

Requires the education data subcommittee to identify feasible methods for assigning unique student identifiers to persons enrolled in adult basic education programs or high school general equivalency diploma (GED) programs.

Unique identifiers would be assigned through the Department of Education Record Integration Tracking System or an alternative interagency data-sharing tracking system.

Takes effect August 7, 2013, unless a referendum petition is filed, in which case the act becomes effective only upon voter approval at the November 2014 general election.

Governor John W. Hickenlooper signed the bill into law.
