Eliminates fees charged by the Department of Personnel for requests to archived materials made by members of the General Assembly, their agents, or legislative service agency staff when the request relates to audio recordings of legislative proceedings or documents provided by the legislative branch.

Defines "legislative service agency" as the Office of Legislative Legal Services, Legislative Council Staff, Office of the State Auditor, or staff of the Joint Budget Committee.

Requires that fee exemptions apply only when requests are made in performance of the requester's official duties.

Takes effect 90 days after final adjournment of the general assembly (August 7, 2013) unless subject to a referendum petition, in which case it requires voter approval at the November 2014 general election.
