• Excludes specific rules from extension across multiple departments including education (educator licensing and accreditation rules), human services (food assistance and domestic violence program rules), natural resources (weather modification rules), public safety (commercial vehicle standards), and transportation (statewide planning process rules).

• Repeals Rule 170.5 of the children's basic health plan effective May 15, 2013, which excluded inpatient hospital care for prenatal care program clients.

• Repeals Rule 7 C. of the Colorado state board of chiropractic examiners effective May 15, 2013, concerning nutritional remedial measures and routes of administration.

• Declares the act necessary for immediate preservation of public peace, health, and safety.
