• Changes the grace period notice on registration cards from "thirty-day" to "one-month" for registration renewal.

• Increases the minimum penalty for failing to have motor vehicle insurance from $100 to $500 in renewal registration notices, while keeping the maximum penalty at one year imprisonment and $1,000 fine.

• Repeals section 42-3-215 concerning United States Olympic Committee special license plates.

• Repeals section 42-3-216 concerning Colorado Foundation for Agriculture and Natural Resources special license plates.
