Authorizes alcohol beverage suppliers to offer cumulative discount programs that provide price discounts, account credits, or rebates to retailers for meeting specified purchase goals.

Requires that the total amount paid by retailers for products, after subtracting any reward or compensation, must exceed the supplier's laid-in cost for those products.

Prohibits suppliers from conditioning cumulative discount programs on retailer commitments to prominently display the supplier's products or exclude competitor products.

Rewards under cumulative discount programs may only be provided and accepted if the retailer meets the previously specified purchase goal.

Adds definitions for "cumulative discount program," "retailer," and "supplier" to Colorado Revised Statutes 12-47-103.
