Senate Bill 13-090: Supplemental Appropriation to the Department of Higher Education

• Amends appropriations to the Department of Higher Education for fiscal year 2012-13, modifying Part VI of HB 12-1335 to adjust funding allocations across higher education institutions and programs.

• Appropriates $3,052,818,507 total for higher education operations, including $371,779,835 from the General Fund and $1,850,972,889 from cash funds (General Fund Exempt Account).

• Provides supplemental funding to governing boards for state institutions including the University of Colorado, Colorado State University System, Fort Lewis College, Colorado School of Mines, and community colleges with adjustments to College Opportunity Fund stipends and fee-for-service contracts.

• Includes funding for financial aid programs ($104,769,698 for need-based grants, work study, veterans assistance, and Native American student support) and special purpose programs including support for History Colorado and the Auraria Higher Education Center.

• Also amends appropriations for fiscal year 2011-12 (Section 2) to adjust College Opportunity Fund Program allocations and governing board budgets totaling $2,912,401,287.
