Amends Session Laws of Colorado 2012, chapter 305 (HB 12-1335), Part XIII to provide supplemental appropriations to the Department of Military and Veterans Affairs for fiscal year beginning July 1, 2012.

Total supplemental appropriation of $222,957,286 across multiple funding sources including General Fund ($6,692,607), Cash Funds ($1,332,993), Reappropriated Funds ($803,662), and Federal Funds ($214,128,024).

Funds multiple divisions and operations: Executive Director and Army National Guard ($10,945,769), Division of Veterans Affairs ($3,138,345), Air National Guard ($3,226,803), and Federal Funded Programs ($205,646,369).

Allocates $1,000,000 for Mental Health, Employment, Housing and Other Veterans Services through grants to non-profit and governmental entities, with up to 2% for administrative expenses.

Includes appropriations for Colorado National Guard Tuition Fund ($1,046,157), Western Slope Veterans Cemetery operations ($412,134), and various cooperative agreements with the federal government for National Guard operations.
