Amends the fiscal year 2012-2013 budget for the Colorado Department of the Treasury by modifying Part XXII of HB 12-1335.

Appropriates $478,908,511 in total funding across three main divisions: Administration ($2,007,545), Unclaimed Property Program ($1,969,115), and Special Purpose payments ($474,931,851).

Administration funds include personal services for 16.0 FTE positions ($1,293,450), health and benefit costs, operating expenses, technology maintenance, and capitol complex leased space.

Special Purpose appropriations include $98,500,000 for senior citizen and disabled veteran property tax exemptions, $10,000,000 for fire and police pension plans, $46,000,000 for CoverColorado, and $320,431,851 for Highway Users Tax Fund distributions to counties and municipalities.

Includes a safety clause declaring the appropriation necessary for immediate preservation of public peace, health, and safety; signed by Governor John W. Hickenlooper.
