Amends the wildland fire cost recovery fund to clarify that it is noninterest-bearing and consists of moneys recovered for fire suppression expenditures, appropriations from the general assembly, and gifts, grants, reimbursements, or donations from private and public sources including counties and the Denver Water Board.

Allows the State Controller to authorize advances without interest in any amount to the division for working capital to operate wildland fire suppression activities funded by the cost recovery fund, notwithstanding limitations on advance amounts in Section 24-75-203(2).

Makes the wildland fire cost recovery fund exempt from limitations set forth in Section 24-75-402 and ensures that unexpended moneys remain in the fund at the end of the fiscal year rather than reverting to the general fund.

Declares the act necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
