Creates a special Colorado license plate for honorably discharged, retired, reserve, or active members of the United States Navy SEALs.

Applicants must submit a DD214 form issued by the U.S. Government and certification from the UDT/SEAL Association, Inc., the Rocky Mountain Chapter of the UDT/SEAL Association, Inc., or a successor organization.

The license plate is available for trucks not exceeding 16,000 pounds empty weight, passenger cars, motorcycles, and noncommercial or recreational vehicles.

Appropriates $355 from the license plate cash fund for special license plate purchase and $2,960 from the Colorado state titling and registration account for computer center services.

Bill takes effect August 7, 2013, and applies to license plate applications issued on or after January 1, 2014.
