Exempts firefighter license plates from the $25 one-time fee that applies to other special license plates under Colorado Revised Statutes 42-3-207.

Removes the requirement for firefighter license plate applicants to pay the $25 issuance fee specified in section 42-3-312 for special license plate surcharges.

Maintains that firefighter license plate holders still pay regular motor vehicle registration fees and taxes; only the additional one-time fees are waived.

Takes effect 90 days after final adjournment of the general assembly (August 7, 2013) unless subject to a referendum petition, in which case it requires voter approval at the November 2014 general election.
