Increases the fund balance threshold for the state charter school institute's administrative overhead account from 10% to 20% of retained per-pupil revenues before excess funds must be transferred to the Institute Charter School Assistance Fund.

Eliminates the 1% per-pupil funding withholding that institute charter schools were previously required to contribute to the assistance fund, replacing it with transfers from the institute's administrative overhead account.

Establishes a $750,000 cap on the balance of the Institute Charter School Assistance Fund, with excess amounts allocated to schools on a per-pupil basis.

Authorizes the institute board to adopt formulas to annually adjust fund balance limits by multiplying total pupil enrollment by a per-pupil dollar amount set in collaboration with a council of institute charter schools.

Narrows the fund's eligible uses to capital construction needs and reasonable funding emergencies, removing the prior broader category of "other facility or special education services."
