The Board of Assessment Appeals is expanded to allow appointment of up to 6 additional temporary members (for one state fiscal year terms) to handle extraordinary caseloads, in addition to the 3 permanent members appointed by the governor with senate consent.

Board members must be registered, licensed, or certificated according to title 12, article 61, part 7 of Colorado Revised Statutes, with at least one member having agricultural experience within five years of appointment.

The board must issue written decisions for each appeal, either as summary decisions (not requiring specific findings of fact) or full decisions with detailed findings and conclusions of law; parties may request a full decision within 10 working days of a summary decision.

A new Board of Assessment Appeals Cash Fund is created in the state treasury to receive filing fees collected by the board, with all moneys available for appropriation by the general assembly to the board and not transferable to the general fund.

General fund appropriations for the board are decreased by $150,000, with an offsetting $150,000 appropriation from the newly created cash fund for fiscal year 2013, effective July 1, 2013.
