SB13-148 Summary

• Extends the Colorado Youth Advisory Council's statutory authorization from July 1, 2013 to July 1, 2018, allowing the council to continue examining and advising elected officials on youth issues.

• Expands council focus areas to include suicide prevention, bullying prevention, and increased accessibility to educational and employment opportunities for youth in rural communities.

• Requires five at-large council members to be selected with express concern for adequate rural representation to ensure diversity.

• Changes appointment dates from September 1 to May 31 for nonlegislative members and December 15 for legislative members, and shifts biennial appointment approval to council members by majority vote.

• Establishes a process for contracting with nonprofit organizations by September 1, 2013 and every third September thereafter to provide staffing, operational assistance, and serve as custodian of donated funds not appropriated by the state.
