Repeals the sunset date of July 1, 2013 for the advisory committee to oversee Colorado's all-payer health claims database, allowing the committee to continue operating indefinitely.

Requires the executive director to appoint an advisory committee by August 1, 2013 with representatives from hospitals, insurers, employers, healthcare providers, pharmacists, and consumer advocacy organizations.

Mandates the committee make recommendations on data collection procedures, privacy safeguards, HIPAA compliance, custom report fees, and data confidentiality protocols for the all-payer health claims database.

Requires the database administrator to file annual reports to the legislature by March 1 each year detailing data uses, public studies, administration costs, funding sources, data recipients, and fee schedules.

Requires the executive director to conduct evaluations of the all-payer health claims database every five years beginning in 2018 to ensure the program achieves its goals and document achievements or challenges.
