Extends the termination date of the Water and Wastewater Facility Operators Certification Board from July 1, 2013 to September 1, 2020, continuing its operations.

Allows the board to contract with independent nonprofit corporations to administer program operations, examinations, and related duties with board oversight and final authority.

Expands board authority to exempt wastewater and water facilities from requiring certified operators if exemptions do not endanger public health or environment, based on specified criteria.

Assigns the division responsibility to investigate operator misconduct and report findings to the board for disciplinary action recommendations.

Implements recommendations from the 2012 Department of Regulatory Agencies sunset report, including restructuring board composition to represent rural water facilities and clarifying disciplinary and examination standards.
