Extends the termination date for the Department of Public Health and Environment's asbestos abatement certification process from July 1, 2013 to September 1, 2022.

Repeals the provision that would have terminated the asbestos certification function and instead makes it subject to the Department of Regulatory Agencies' sunset review process.

Requires local government entities to include asbestos inspection disclosure requirements on building permit applications for property renovation or demolition permits.

Allows local governments to delay implementing the disclosure requirement until they update their application forms during normal practice cycles.

Declares the act necessary for immediate preservation of public peace, health, and safety.
