SB 13-155 Summary

• Removes the Board of Real Estate Appraisers from the July 1, 2013 termination list and extends its continuation until September 1, 2022, implementing recommendations from the 2012 Department of Regulatory Agencies sunset report.

• Creates a new category of "Licensed Ad Valorem Appraiser" for county assessor employees who perform property valuations for tax purposes, exempt from federal appraisal reform requirements and fingerprinting/background check requirements.

• Transfers existing registered appraisers employed by county assessors to the Licensed Ad Valorem Appraiser category by July 1, 2013, with until December 31, 2015 to meet additional qualification requirements.

• Clarifies that Licensed Ad Valorem Appraisers are not subject to federal Real Estate Appraisal Reform Amendments regulations and are not required to pay federal registry fees.

• Simplifies terminology by changing "registered appraiser" to "licensed appraiser" throughout the appraisal licensing statute, effective July 1, 2013.
