Extends the cost-benefit analysis requirement for proposed executive branch agency rules from July 1, 2013 to September 1, 2018.

Requires agencies to distribute proposed rules, statements of purpose, and any cost-benefit analyses to all persons who requested notices about rule-making from the Department of Regulatory Agencies.

Allows any person to request a cost-benefit analysis within five days after publication of a proposed rule in the Colorado Register, with the executive director determining whether to require the analysis after consulting with the proposing agency.

Changes the timeline for completing cost-benefit analyses from five days to ten days before the hearing, and permits agencies to postpone hearings to comply with this requirement by filing notice in the Colorado Register.

Makes the cost-benefit analysis available to the public by publication on the agency's website rather than just submitting a copy to the executive director.
