Extends the termination date of Colorado's Division of Financial Services from July 1, 2013 to September 1, 2024 by amending the sunset provision in statute 11-44-101.5(2).

Removes the Division of Financial Services from the list of agencies terminating on July 1, 2013 and adds it to a new category of agencies terminating on September 1, 2024 in statute 24-34-104.

Repeals an outdated provision limiting credit unions with populations over 100,000 to one additional branch office until January 1, 1997 (statute 11-30-103.5).

Removes references to "small business development credit corporation" from the Financial Services Board's subpoena authority and eliminates bonding requirements for the commissioner and deputy commissioner.

Declares the act necessary for immediate preservation of public peace, health, and safety.
