Continues the Dental Advisory Committee in the Department of Public Health and Environment by removing its sunset date of July 1, 2013.

Reduces committee membership from 10 to 7 members, including one department representative (nonvoting), one dental hygienist, one dentist serving seniors, one dentist in private practice, one dental school representative, and one senior.

Makes committee creation subject to available appropriations, allowing the executive director discretion over establishment.

Adjusts initial term appointments so four members serve two-year terms and three members serve three-year terms instead of the previous five-five split.

Repeals the sunset review provision in section 2-3-1203 that scheduled the committee for repeal on July 1, 2013.
