SB 13-161 Summary

• Extends the termination date of the State Board for Licensure of Architects, Professional Engineers, and Professional Land Surveyors from July 1, 2013 to September 1, 2024.

• Implements recommendations from the 2012 sunset report by replacing "certification" terminology with "enrollment" for engineer-interns and land surveyor-interns.

• Changes disciplinary provisions to use "habitual or excessive use or abuse" language for substance and alcohol violations, and allows boards to issue letters of admonition and fines for violations.

• Modifies licensing requirements by issuing unique license numbers instead of numbered certificates and removes physical certificate issuance as a mandatory practice.

• Establishes that entities (partnerships, corporations, limited liability companies) cannot be licensed but may practice engineering and surveying if the individual in responsible charge holds an active Colorado license and seals all work products.
