• Extends the termination date of the State Plumbing Board from July 1, 2013 to September 1, 2024, subject to regulatory review.

• Renames the "examining board of plumbers" to the "State Plumbing Board" throughout Colorado statutes.

• Adds authority for the board to adopt a Colorado Fuel Gas Code for plumbing fuel gas pipe inspections and establish enforcement powers over local jurisdictions that fail to meet minimum plumbing standards.

• Expands the definition of "plumbing" to include water conditioning appliances connected to potable water systems and clarifies exemptions for certain appliance installations and municipal water system work.

• Appropriates $259,175 and 3.6 FTE to the Department of Regulatory Agencies for implementation, including personal services, operating expenses, and legal services.
