Exempts black-footed ferret reintroduction from further legislative approval when conducted on private land with landowner consent pursuant to a programmatic safe harbor agreement and federal enhancement-of-survival permit under 16 U.S.C. § 1539(a)(1)(A).

Requires safe harbor agreements to authorize incidental take of black-footed ferrets resulting from conservation actions, specific land uses, and restoration to baseline conditions on the landowner's property.

Mandates that federal government provide landowners with assurances it will not impose additional land, water, or resource-use restrictions or commitments beyond those agreed to in the safe harbor agreement.

Allows Colorado to relocate any black-footed ferrets that move outside experimental population boundaries back to the area originally designated in the June 1995 cooperative management plan.

Becomes effective August 7, 2013, subject to potential referendum petition and voter approval in November 2014.
